David Gilmore joined GRAE Ventures in 1997 to direct the planning and entitlement process for all GRAE developments. He personally represents GRAE at all public hearings, negotiations with public and private agencies and in the retention and direction of all project consultants and contractors.

Mr. Gilmore has been involved in retail land use and public agency entitlements since joining Windsor Financial Corporation in 1985. As Windsor’s Vice President of Development, he directed the planning, governmental entitlements and construction of over 75 successful commercial retail shopping center developments throughout California, Washington, Arizona and Nevada.

Mr. Gilmore graduated from California State University, Fullerton, majoring in Political Science with a minor in Public Administration.
